For all exempt, Registered Charities and Institutions of a Public Character (IPCs)
Enterprise Singapore is a government agency that support our local SMEs to build their capabilities and digitisation to transform their businesses together with pre-approved vendors and approved consultants with the various grants.

01. Introduction

1. Funding Period : 1 April 2022 to 31 March 2027

2. Objectives of Charity Capability Fund

CCF aims to enhance and increase productivity, operational efficiency in various operation functions, governance and compliance and management capabilities of the exempt, registered charities and IPCs.

3. Eligibility Criteria 

  • All exempt and registered charities and IPCs are eligible to apply for the Fund, unless otherwise indicated.
  • Applicants must not receive any funding from other government sources for the same purpose for which CCF funding is sought, unless specifically allowed.
  • Approval of applications is subject to applicants’ complete submission of their latest Annual Report, audited Financial Statements and Governance Evaluation Checklist on the Charity Portal.
  • Training courses or projects that have commenced (or purchases made, including purchase contracts/engagement letters which the charity entered into with the vendor), before the submission and approval of the CCF application, will not be eligible for funding.

02. Consultancy Grant

Consultancy projects by external consultants to review and draft policies and standard operating procedures for the charity, and in attaining organisational excellence certifications and accreditations in key governance and management areas such as:

  • Financial Management, Internal Controls, Risk Management
    We conduct review, gap analysis and develop internal controls for the financial operation of the organisation together with recommendation report.
    Drafting of Policies and Procedures from and provide the standard operating procedures for the Charity organisation.
    Improving the corporate governance to meet the auditors’ requirements and compliance.
    We setup fraud management and whistleblowing framework and policies.
    Improving the overall financial operations and corporate governance with best practices and internal control framework.

  • For Small and Medium size Charities: Up to 80% of consultancy fee capped at $100,000 per charity over 5 years.
  • For Large Charities: Up to 80% of consultancy fee capped at $50,000 per charity over 5 years.

Funding Quantum
  • For All Charities: Up to 50% of monthly charges for 1st year and Up to 25% for 2nd year, Capped at $30,000 per charity.

04. Info-Communications Grant

A) Digital and Cloud Solutions

That enhance productivity and operational efficiency of charities, in areas such as those below : For All Charities 1 : Up to 80% of the supported cost or actual expenditure, whichever is lower, and capped at $40,000 per charity.

Xero Accounting Management

Our team specialist has experience in managing the financial operations and the accounting aspects for Charity organisations, Churches, Non-Profit, Foundations and IPCs with XERO cloud accounting and bookkeeping management. We provide professional setup of the Xero system, customising the Trainings for your charity organisation needs and provides other consulting for compliance issues. Clooud Consulting is also a IMDA - PSG pre-approved vendor for Xero and an approved Practicing Management Consultant (PMC) for Government Grant’s. PSG Xero Grant. Clooud Consulting is also a Xero Gold partner.

Auditor could access the Charity organisation Xero account to do their annual audit. With Xero cloud system, Charities are able to keep the accounting transactions in order and meet the various compliance requirements.

For digital solutions, Social Service Agencies will continue to receive funding support under the Community Capability Trust (CCT).

B) IT Equipment’s, solutions and website

For Small and Medium size Charities: 80% of the supported cost or actual expenditure, whichever is lower, and capped at:

  • 4 computers (Desktop or Laptop): $1,500 per equipment
  • 2 Printers: $300 per equipment
  • 1 Broadband Account: $1,700 per account
  • Website development costs to facilitate publishing of charity’s information for transparency: $3,000 per charity
  • Subscription charges of video and audio-conferencing tools: $250 per charity
  • Firewall devices: $3,000 per charity
